Governments must ensure that purportedly nicotine‐free e‐liquids do not contain any nicotine

The Australian Poisons Standard1 lists nicotine as a schedule 7 ”dangerous poison”, except when included in tobacco products prepared and packaged for smoking or in preparations for therapeutic use. No e‐cigarette has been approved by the Australian Therapeutic Goods Administration (TGA) for therapeutic use.2 Selling e‐cigarettes or e‐liquids containing nicotine is consequently illegal in every Australian state and territory.2
